On September 30, 2025, the European Commission published its Synthesis Report on the functioning of Regulation (EU) No 649/2012 on the Import and Export of Dangerous Chemicals (PIC Regulation) covering the period 2020-2022. The PIC Regulation guarantees the provision of critical information on hazardous chemicals to importing countries through the export notification system. The ePIC platform developed by ECHA for the efficient management of this process processes more than 10,000 export notifications per year.
The report highlights that the EU has gone beyond the Rotterdam Convention and introduced an explicit approval requirement for some chemical exports. Despite operational challenges, exporters largely fulfilled their obligations; DNAs and ECHA guidance supported this compliance.
During the reporting period, the Commission adopted two delegated acts, added 48 chemicals to Annex I, published an implementing decision on EU import rules and represented the Union in international negotiations under the Rotterdam Convention. Member States also fulfilled their obligations, but there were some difficulties with year-end notification densities. Overall, the PIC Regulation is running smoothly and reinforces the EU’s commitment to chemical safety and global cooperation.
