The European Commission announced on 12 November 2025 that it has started to gather public opinion on two important initiatives to make products in the EU single market safer in line with the digitalized and circular economy.

The European Commission announced on 12 November 2025 that it has started to gather public opinion on two important initiatives to make products in the EU single market safer in line with the digitalized and circular economy. The Commission emphasizes that millions of products are in circulation, from toys to electronics, from machinery to medical devices, and that the current safety system (including CE marking) needs to adapt to modern conditions.

The first initiative involves a review of the New Legislative Framework (NLF). The review identified problems such as complex documentation processes, ambiguity in the positioning of refurbished products and inconsistent conformity assessments. The revision aims to simplify the rules, reduce administrative burdens and increase harmonization across sectors. Thus, it is aimed to strengthen consumer safety, sustainability and fair competition.

The second initiative aims to assess the effectiveness of the Market Surveillance Regulation and strengthen the coordination of national authorities in the enforcement of EU product rules. The aim is to combat unsafe or non-compliant products more effectively. The public consultation on both initiatives will continue until February 4, 2026 and the results will form the basis for the European Product Act, which is planned to be adopted in the third quarter of 2026.

The Commission invites all stakeholders to participate in this process and submit their views through the online platform. This initiative is seen as a critical step to strengthen the EU product safety system in line with the requirements of the digital age.
