EU Updates EN 71-3 and EN 71-13 Standards for Toy Safety

The European Commission has adopted EN 71-3:2019+A2:2024 and EN 71-13:2021+A2:2024 as harmonized standards as of 16 December 2025 and announced that previous versions will be withdrawn on 16 June 2027.
EU Updates EN 71-3 and EN 71-13 Standards for Toy Safety

With Implementing Decision (EU) 2025/2519, published on 16 December 2025, the European Commission declared the updated versions of two important standards as harmonized standards under the Toy Safety Directive 2009/48/EC. With this decision, EN 71-3:2019+A2:2024 (Migration of certain elements) and EN 71-13:2021+A2:2024 (Odor board games, cosmetic kits and flavor games) officially entered into force.

Previous versions of both standards (EN 71-3:2019+A1:2021 and EN 71-13:2021+A1:2022) will be available for a transition period to allow manufacturers to adapt. These older versions will be completely removed from the list of harmonized standards by 16 June 2027.

The updated EN 71-3 standard includes significant revisions to test methods for the migration of certain elements in toys to ensure more reliable and repeatable results. These changes include the elimination of the “dewaxing” step for samples containing wax and oil, and methodological improvements for chromium and tin analysis.

The new version of the EN 71-13 standard updates the safety requirements for scent play, cosmetic kits and taste play, enabling manufacturers to assess their products against clearer and up-to-date technical requirements. This is a critical step in raising the level of safety in the toy sector and enabling manufacturers to more clearly manage their harmonization processes in the EU market. Manufacturers are advised to ensure full compliance with the new standards by 2027, taking into account the transition period.
