New EU Regulation on Textile Waste: Producer Responsibility Increases

The European Parliament has adopted a new regulation that places extended responsibility on producers to reduce textile waste. Manufacturers will bear waste management costs according to the lifespan and recyclability of their products. This regulation aims to prevent illegal waste exports while promoting sustainable product design.

The European Parliament has approved an important regulation to reduce textile waste in February 2025. The amendment to the Waste Framework Directive introduces extended producer responsibility for textile and footwear producers. In this context, producers will pay fees to cover the costs of their products becoming waste, and these fees will vary according to the duration of use and durability of the products.

The new regulation encourages manufacturers to design longer-lasting, repairable and recyclable products. It also aims to prevent illegal waste exports by clarifying the definitions of “waste” and “reusable” textiles. Member states will be obliged to integrate these rules into their national legislation within 20 months.

This step is in line with Europe’s sustainable and circular textile strategy, aiming to reduce environmental impacts and achieve the United Nations Sustainable Development Goals. For manufacturers, retailers and e-commerce sellers, this regulation will require fundamental changes in product design and supply chain strategies.
