On March 27, 2026, the new version of the ISO/IEC 17020 standard (ISO/IEC 17020:2026), which has a critical place among international conformity assessment standards, was published. According to TรRKAK’s official announcement, this revision, which replaces the ISO/IEC 17020:2012 standard previously in force, brings significant changes to the structure and functioning of inspection bodies.
Purpose of the Revision: Clearer, More Harmonized and More Reliable Structure
The main objective of the new standard is to clarify the requirements for inspection bodies, while at the same time increasing alignment with the ISO/IEC 17000 series and CASCO common elements.
The revisions made in this context are not limited to technical changes, but rather constitute a conceptual and structural transformation. International sources also emphasize that this revision is one of the most comprehensive updates in the last 10 years.
Key Changes Highlighted
1. Independence Model Redefined
One of the most notable aspects of the revision was the change in the classification of the independence of inspection bodies.
- Previous model: Type A, Type B, Type C
- New model Type A and non-type A
With this amendment, it is aimed to assess not only the organizational structure of institutions, but also conflict of interest risks and independence levels more comprehensively.
2. Strengthened Neutrality and Confidentiality Requirements
Another important focus of the new standard is the areas of impartiality and confidentiality, which directly affect the reliability of inspection activities.
- More systematic management of impartiality risks
- Expanding confidentiality requirements
- Clarifying the responsibilities of organizations in these areas
These regulations aim to increase confidence in the results.
3. Staff Competence and Responsibilities Expanded
Personnel working in inspection bodies:
- Technical competence
- Neutrality
- Confidentiality obligations
The scope of the standard has been expanded by addressing it in more detail.
4. Complaint and Appeal Processes Revised
In combination with ISO/IEC 17020:2026:
- Complaint management (Article 7.6)
- Appeal processes (Article 7.5)
more open, transparent and aligned with other conformity assessment standards.
5. Risk-Based Approach and Data Management at the Forefront
The new version replaces the classic procedure-oriented approach:
- Risk-based management
- Data and information control
- Performance-oriented requirements
at the center of the standard. This supports a more flexible and effective management model.
6. Increased Compliance with ISO 17000 Series
Under the revision, between different conformity assessment standards:
- Terminology
- Structure
- Management system elements
harmonization has been strengthened. This offers a significant advantage for organizations with multiple accreditations.
Impact on the Sector and Transition Process
With the entry into force of the new standard, inspection bodies in Turkey will need to review their systems, as is the case worldwide.
In line with international practice, a transition period of approximately 3 years (2026-2029) is envisaged, after which the old version will become obsolete.
TรRKAK, on the other hand, announced that the transition policy will be announced after the conditions to be determined by the Global Accreditation Association.
What Does the New Era Bring?
ISO/IEC 17020:2026 revision for inspection bodies:
- Stronger neutrality management
- More systematic risk approach
- More effective data and information control
- More flexible management system applications
comes to the fore.
In this respect, the new standard is not just an update; it is considered as a transformation that moves the working logic of inspection bodies to a more modern, digital and risk-oriented structure.
