The European Union has added a new chemical restriction aimed at improving indoor air quality and protecting consumer health. Under Regulation (EU) 2023/1464, Entry 77, added to Annex XVII of REACH, imposes strict limits on formaldehyde emissions in many consumer products, particularly furniture and wood-based products. Effective August 6, 2026, this regulation prohibits the placing on the EU market of products that exceed the specified limits and provides for serious penalties, including product recalls.
What Do the New Limits Cover?
Formaldehyde, classified as a Group 1 carcinogen by the World Health Organization and the International Agency for Research on Cancer (IARC), is widely used, particularly in the adhesive resins (urea-formaldehyde) of panel materials such as particleboard, MDF, and plywood, as well as in surface coatings and textile finishes.
The basic emission limits applied under the regulation are as follows:
- Furniture and wood-based products: No more than 0.062 mg/mยณ
- All other items: A maximum of 0.080 mg/mยณ (For the interiors of road vehicles, the 0.062 mg/mยณ limit will be mandatory as of August 6, 2027.)
How Does the Testing and Compliance Process Work?
REACH Entry 77 is based on emission tests conducted in a climate chamber rather than on an analysis of the materialsโ composition. In other words, it measures how much formaldehyde the final product releases into the air in a simulated enclosed environment.
According to the European Chemicals Agency (ECHA) guidance, the EN 717-1 standard stands out as the most fundamental and direct compliance method for furniture, as it is directly compatible with the reference conditions in Annex 14 of REACH. The EN 16516 and EN ISO 16000-9 standards can also be used under certain conditions and with specific correlations.
Key Points for Manufacturers and Exporters
- Test Duration: Chamber tests can last up to 28 days to measure when emissions stabilize. Therefore, test schedules must be planned weeks in advance of the shipment schedule.
- Representative Sample: Manufacturers with a broad product range can have representative testing conducted by grouping models that share similar combinations of materials, adhesives, and coatings under a “product family” based on scientific justification.
It is of the utmost importance for companies that export furniture to the EU market or supply raw materials to complete testing and conformity assessment processes without delay to avoid any disruptions in customs and market surveillance procedures.
